The Harrisonburg-Rockingham Community Service Board (CSB) is a public, not-for-profit, community organization that provides mental-health, developmental, and substance abuse services to the community at large. With an ever growing service load, the organization has been forced to address the increasing lack of space in their current facility. The RFP, issued in April of this year, requested proposals for a feasibility study to investigate and evaluate two options: (1) Renovations and additions to the current facility or (2) The construction of a new facility.
